Planner, strategy and target feasibility

Learning objective

Turn an ambition into a testable strategy with constraints, milestones and review points.

Scenario Planner reuses live country evidence and the same transparent engines as the expert tools. Country settings may come from own history, a regional estimate or a labelled default. None is causal proof.

Step by step

  1. 1
Choose a country, enter a question, confirm objective, timeframe and constraints, then Analyse. Open →
  2. 2
Read baseline years and Model settings. Identify own-history, regional and default estimates; do not treat them as equally certain.
  3. 3
Compare pathways and failure conditions. Use the strategy questionnaire to make objective weights and trade-offs explicit.
  4. 4
Review the long-term plan, five-year plans, yearly milestones and saved versions where available. Separate your ambition from the modelled result.
  5. 5
Use Scenario Lab for a detailed package and Compare scenarios for alternatives. Open →
  6. 6
Set review triggers and save the work with its assumptions and outstanding evidence needs. Open →

What the result means

No pathway can guarantee a target. If required inputs are missing, the affected calculation stops. Do not substitute another country’s baseline or invent a number.

Limitations and common mistakes

  • Historical correlations can change after shocks or policy changes.
  • Regional/default settings deserve extra sensitivity checks; local delivery capacity and causal effects require external evaluation.
  • The model does not turn an HDI target into guaranteed health, education and income outcomes.

A Scenario Lab package shows employment rising 2% by year 5. What is that?
A figure is labelled MODELLED. What does that mean?
