HDI: meaning, inequality and appropriate targets
Learning objective
Interpret HDI correctly and set a reasoned ambition rather than chase a single number.
A 0–1 index combining life expectancy, education (expected and mean years of schooling) and gross national income per person at purchasing-power parity. Higher generally means stronger average human development; 0.628 is not 62.8% of people thriving.
UNDP classification
UNDP categories: below 0.550 low; 0.550–0.699 medium; 0.700–0.799 high; 0.800–1 very high. 0.800 is a classification threshold, not a universal optimal target. Set a country-specific ambition and timeframe alongside health, learning and income goals.
How HDI is constructed
UNDP normalises health, education and income into dimension indices and combines them using a geometric mean. Income enters logarithmically. HDI is not a simple average of raw years and dollars; the dashboard does not project future HDI.
What an appropriate ambition looks like
Improvement from the country’s starting point, maintained over time and shared across groups. Crossing 0.800 may be a useful milestone, but it does not establish that deprivation or inequality has been solved. Check policy feasibility, measurement frequency and the country’s adopted development commitments.
Inequality and group summaries
HDI is not a complete welfare measure and hides within-country inequality. Read inequality-adjusted HDI and the individual dimensions. A group’s weighted HDI is an AXIOM summary, not an official UNDP classification of the group.
Step by step
- 1Choose a country on the dashboard. Open the HDI explanation and read its category and observation year. Open →
- 2Inspect inequality-adjusted HDI, schooling, life expectancy and labour outcomes on Human development. Open →
- 3Write a target with a baseline year, timeframe, improvements in each dimension, distributional goals and monitoring sources. Treat it as your proposed ambition, not a UNDP-prescribed target.
Example
Illustrative example, not a country observation: 0.628 falls in the medium category. Moving to 0.700 would cross into high human development, but AXIOM cannot infer a credible timeframe or required policies from that difference alone.
